Dear Honorable,
Subject: Urgent Appeal to Influence General Abdel Fattah al-Burhan Regarding the Safety of Innocent Amharas in Khartoum
Welqait Tegede Tellemt Amhara Scholars Association is legally registered civic association under FDRE Authority for civil society organization/ASCO/ working in Welqait Tegede Tellemt. The Association appeals regarding the grave humanitarian crisis affecting innocent civilians of Amhara descent residing in Khartoum, Sudan.
Background
Members of the TPLF Army 70, a group implicated in the November 2020 Mai Kadra massacre in Ethiopia, have reportedly fled to Sudan and are now perpetrating violence against Ethiopian civilians in Khartoum. Despite obligations under the Pretoria Agreement for Disarmament, Demobilization, and Reintegration (DDR), this group remains armed and operational. Disturbingly, they appear to have forged a collaboration with Sudanese military leadership under General Abdel Fattah al-Burhan, allegedly serving as mercenaries in exchange for salaries and military support. Verified video evidence shows TPLF Army 70 members doing Sudanese military uniforms and entering Khartoum.
Current Crisis:
Since the TPLF’s arrival in Khartoum, targeted attacks on Ethiopian civilians particularly those from Wolkait Tegede Tellemt have surged. At least 42 individuals have been killed, with reports indicating systematic violence and intimidation. As General Alburhan consolidates control over the city, the risks to Ethiopian civilians escalate daily.
Our Appeals:
Justice and Accountability: An immediate, independent investigation into atrocities against Ethiopians, with perpetrators held accountable under international law.
Civilian Protection: Urgent intervention to ensure the safety of all Ethiopian civilians, and pressure on Sudanese authorities to cease collaboration with armed groups like TPLF Army 70.
Diplomatic Action: Put leverage on General al-Burhan’s compliance with international humanitarian law and the DDR process for TPLF Ex fighters outlined in the Pretoria Agreement.
The international community must stand united against such heinous acts and ensure accountability for those responsible for these crimes. We hope you will convey our concerns effectively within diplomatic channels and work toward safeguarding human rights in this volatile situation.
Thank you for your attention to this urgent matter.
Sincerely yours,
Welqait Tegede Tellemt Amhara Scholars Association
